Hello!

I recently had some brick stairs replaced at my home in Massachusetts. I think it looks great bit I noticed the top step riser height (to the deck) is significantly shorter than the bottom two. The top riser height is 3 1/4" and the bottom two are 7 3/4". Is this normal and up-to-code? I did a few Google searches for Massachusetts building code but I'm really not sure if what I'm finding is relevant or up to date. Any feedback would be greatly appreciated!

There is not suppose to be any more than 3/8" variance in height within all of the steps, so that would not be up to code.
