The back of my house has like a 2 ft over hang except for 15 ft at end which is my dining room. I wanted to build foundation out of cinder block after I pour footing so I can extend that one room out 2 ft n make it even with rest of house. 1)Can I use cinder blocks on top of footing?
2) do I just rest my support beams directly on top of blocks when I build up my wall or should I put wood under my beams

WOW, didn't know anyone even made cinder blocks anymore :huh: you know the footing must be @ the proper depth for your location per local bldg codes,,, why not do it the right way - bld the fnd to proper elevation, place sill seal & sill plate, then frame the bumpout ?

a cheaper alternate would use conc blocks & fill cells w/grout but you still need a conc fnd

I'm going to put seal foam n seal plate also after I full holes with concrete the reason I wanted to use cinder blocks was because I can not get cement truck in back with out ripping my fence. I am digging out to same depth as my foundation n putting down the cement pad. N wanted to know best way to build up my walls n if I could use cinder blocks n filling up holes with concrete as I go. I will also b using re bar as I build up wall

There's no such thing as "cinder block" any more. It's concrete block.

even using conc block, you need to consider proper wall wtrproofing ( NOT dampproofing per bldg code rqmts ),,, we use roofing cement scrubb'd on w/long handle'd brush,,, ixnay on the roller(s),,, fill w/grout, NOT conc,,, they do make georgia buggies to carry conc from mix trk to pour site - rent 1,,, # 5 rebar 4 o/c stuck into the wet conc footer & bend an ' L ' into the btm of the vert rebar,,, & STOP w/the ' cinder block ' verbage - you can't buy 'em anymore :no:
