I think the only person to answer that with any accuracy is a local engineer. Myself, I'd never touch it, not knowing if sand may shift, or how wide footers need to be for bearing, or ????. I'd be curious to know what you hear.
The many different types of sand. (particle size, particle shape and gradations of different size particles). Also the amount of fines (clay, silt,) can increase the strength and stability as long as there are not too many fines.
Dredge fills where sand and water are pumped in are used frequently for light to medium loaded foundations.
If it is for a strip footing and down 2 to 4', it should not be a problem with most sands since the surrounding sand provides reistance to movement and shifting. On the top foot or so, it can be a problem.
An engineeer/technician can make a quick test (especially if a hole is dug) to determine the approximate bearing strength.
there is some top soil, because my lot was all bush when i bought it. you can't put a basement in this area because of the sand and watertable is high. i thought about pilings, but bedrock is too deep. maybe surface pad with a few pilings down below frost line, which should help from shifting. what do you think? i am just building a 30x34 cabin on it, but we plan on living there year round.
