Hello,
recently trimmed some trees in the backyard and notice this (photo attached) where the tree used to cover. It comes out of the ground in PVC pipe about a foot away from where water pipe is. Does anyone know what this could be? Is this electrical? Should this be covered? (it's been there at least five years uncovered) Thank you.

Power cable for low voltage landscape light. Did you find the other end? Likely comes up where a timer used to be... maybe on the exterior wall or inside the garage or basement.
