This toilet flush valve fills VERY slowly and when the water reaches the top, it does not shut off.

Is there a way to repair it? If not, does anyone know anything about the make and model of this one so I can replace it?

Hard to say with certainty, but looks like your float (large black balloon) is sitting really low in the water indicating its leaking so it never "floats". Can you confirm?

The picture shows the chamber just after having been flushed. The ball floats as it should, but even when it is floating on the top of the filled tank, the valve does not completely shut off.

If I pull up on the lift arm hard enough, the valve does close, but it takes more force to do this than what is provided by the buoyancy of the float ball.

My non-expert assessment is that the valve itself is corroded and providing too much resistance.

As long as you're certain the extra force is not just from a heavy, water-logged float, then you may be correct. Would also explain the slow fill times.

When you pull up and hold to keep the water off, does it sound like water is leaking/draining as if your flapper isn't making a good seal?

Toss that valve away and replace it (fill valve / ballcock) flush valve is the one in the center that releases the water on flush. also garbage replace it with a standard flush valve ( flapper type ) with the extended overflow, you can add more water to the flush if needed.

Replace it. They are cheap and lowes carries several different kinds that will fit your application.
