There are four pairs of 4-foot fluorescent lights in my garage. One pair went out so I bought replacement bulbs and installed them but still no light. Does anyone know how to troubleshoot this?

Do yourself a favor and eliminate the ballasts and use LED bulbs . This eliminates any ballast issues for good and the LED's are generally much brighter and consume very little power . In theory they last much longer also .

Take two bulbs you know that work and put them in the fixture that you are having issues with. If the bulbs work than you have bad bulbs if the bulbs don't come on than the ballast is shot.

Since both bulbs are out it more than likely the ballast.

Check at a electrical wholesaler for a ballast. Around here the cash price for a ballast at the wholesaler is $20 less than the big box store.
