I need to build up an exsiting concrete floor about three quarters of an inch to one inch for hardwood that's glued down to be level with tile can't nail it because of In floor heating. Just wondering if I can use deck mud to build it up

That should work--trowel down some modified thinset as you work to ensure a good bond.
Deck mud is the damp mortar the is used to pack a custom shower base---there is also 'fat mud' a wetter mix used to form the curbs---

OP--Self leveling compound can be mixed with sand for an application like that---I think deck mud might be the best option for you---
