I have very rustic stone steps leading down to my front door but at the bottom is an area approx 10x10 that needs to be more or less flat. I've bought a combo of small and large pieces of flagstone ranging from 1-2" thickness, enough to cover this area.

Because this area was too low I graded it and set pewter concrete step stones and did a decent job of leveling them. My contractor wants to just put 3" of sand over these concrete blocks and lay the flagstone but I'm reading I should have used type-2 gravel rather than solid concrete as a foundation.

It's easy enuf to redo but I'd like to know if I can make it work with the 2" thick cement block base. Most of all I am concerned about cracking the larger flagstones which are so great looking.

That said, with the handle "ArcticRanger" I have to ask if you're in the northern clime? Depending how north you are, 2" might not be thick enough to resist frost heave, or quake movements, which could possibly put your stones in danger.
