Had a slow leak recently and it damaged drywall I think because the paint has lifted and is now hard. My question is how to repair this. Should I scrape off the lifted paint and then spread drywall compound over it?
Any help would be appreciated.

If the leak has been repaired you can proceed with the interior work. Like you said, scrape off all the loose paint. Skim coat it, prime and paint. If the drywall is discolored or stained, use a stain killer primer.
