You've answered most of you're own question. You fill the opening with block. You figure how many block you need by the size of the door. Add to that the cost of the mortar mix and there you are.
If you're having it done, show the contractors the opening and they'll give you an estimate.
Cost to have it done will be dependent on where you are and the site situation.
