Well I started digging my holes and I ran into existing concrete bases...uuuggghh.

I dug down and all around them but them seem real deep and their also to dig around on one side cause my neighbors fence is on that side. Would it help if I rented a jack hammer. These bases don't have the posts attached. Thanks

PITA for sure but I'd pull the wretched sheet out if I could.
What I hit on after much cursing: 8' 4×4 (just happened to have a fence post handy😊) as a lever, piece of chain, piece of rebar.
Chain around or thru concrete base, rebar to jam between links as needed, up and around 4x4 at about 2-3' mark, pull up at one end with post spanning hole. Tain't my idea of fun tho😐.

how deep below grade are the tops of the old concrete bases?

Can't really picture what your explaining...got the chain part but not the rest. If you could try to explain a little clearer for my dumb as$....thx

wrap a good chain around it. then put a nut/bolt to tighten up the chain, doesn't have to be perfect.

get blocks of some kind and a floor jack and a long solid bar. one end fo the bar on the blocks, other on the jack. put chain on bar. then jack up. it will come right out, basicly.
i make it sound so simple, don;t i.
if you have/borrow an engine hoist, this will work much better.

Been there, done that. Not the easiest job but this method works well. The hardest part though, is getting the chain wrapped around the concrete securely. Reaching 3' down into the post hole while laying on the ground without much room, plus trying to get the chain under the concrete is a pain in the rear end.
