Fence on top of retaining wall

Any guidance is appreciated! I have a retaining wall at the back of our house with an 30 year old fence built into it. The fence is rotted and barely standing so I need to replace it, and would like to install something on top of the brick retaining wall.
My hope was to tear down the fence, attach cinderblock cap stones, use Simpson strong tie post base for the 4x4x6’ posts fastened to the retaining wall with sleeve anchors going through the caps. Will this be enough to hold a standard 6’ tall fence?

Given wind loads & weather, etc., I would drill core holes into the retaining wall and use galvanized steel fence posts set 1/3 fence height into wall and 2/3 above it.
