I have a 2003 Taurus SE sedan. When I turn on the interior fan, you barely get any air come out of the vents until the fan is on the highest(fastest) setting and there is a "grinding" noise. Any ideas as to what the problem might be? Thank you.

Actually, any I have had to mess with anyway, I'm pretty sure they will work on high because that's the "normal" position if you will, essentially full voltage. The resistor just cuts the voltage down for the low and medium settings. So you could have two problems, the grinding as well as a bad resistor, but I would find and correct the grinding first because that's probably putting enough external drag on things to prevent it from running at the reduced voltage on the lower settings.
