New greenhouse all outlets work for heater and the fan. When I plug in the fan controller it does not power up in the greenhouse. But when i plug it in at another box outside of GH it works. Any help with this mystery would be helpful Thanks

The fan in the green house works when i plug it in. The controller is a BN-Link digital fan controller meant for greenhouses with a max draw of 8.6 amps 1000 watts. You set the temp at which you wish to maintain, the controller comes on when/if the set temp is exceeded. When the temp drops below the target temp the controller turns off.
Here is the problem, when i plug in the controller it does not power up in the greenhouse on the same box that the fan plugs into. But when i plug the controller to any circuit not in the GH in powers up just fine. There are 3 electrical boxes in the GH , all work with other items plugged in. The total load in the GH (without the fan) is 150 watts, the fan draws .52 amps (60 watts).there is no other draw on the circuit.
If you need other information, pls be specific.
Thanks
