Extra wire to do pigtails for outlet...splice romex?

To install the GFI outlet I have to pigtail the white together and connect them to the terminal and same with the black but where do I get the extra little wire to go from the pigtail to the terminal? Do I just splice open a romex cable or do they sell individual red/black, white 12awg wire for this?
