Recently I had carpeting removed and tile put in it's place. After removing the carpet I found wiring running (down the wall) to the floor below an outlet across the floor past the patio doors to the floor (up the wall) below an other outlet. There is one white covered wire and one black covered wire. I live in a condo apartment on the second floor. I have a cement floor below the carpeting and tile. I am assuming that it is electrical wiring for the outlets. I know that it should be run through the wall or floor and needs to be corrected but not sure who to call. An electrician, Consumers Power, or the management of my condo. Who would be responsible for bad wiring?

I do not know how condo associations work, but if you did not put the wires there, it would seem that management would have some manner of responsibility, so I would contact them first. If they are not responsive, or if it is determined that it is not their responsibility, i.e. you bought it "as is", then you need to contact an electrician. Regardless, you should act on this immediately, to ensure that nobody is injured, or worse, and that whatever work that is not right is made right. You do not need to contact your utility company.

Beware of this wiring. Do not touch it. Keep any children or pets away from it. I sure hope your condominium association is ready to deal with this.
