exhaust fans should be vented to the exterior of the dwelling. should you be located in a cold climate moist air vented into the attic will accumulate on the framing and underside of the roof deck where it will freeze. when it warms up it will melt and drop back onto the ceiling and anything below it.
Also depending on your building code it is typically a code requirement to vent to the exterior.
