what;s the most practicle way to cut into my below ground cocrete block wall and install a door or entrance?

Make sure the area over the cut is supported, new header or whatever is needed. Rent a 16" diamond saw, and several hugh guys ot handle it. Cut away. Dig out as needed after calling Miss Utility. Don't assume there is nothing buried there.
