I want to install a couple of electrical outlets in our condo concrete floor. I will be installing 1/2 inch click lock engineered hardwood. Can I cut a grove in the bottom of the hardwood to run the electrical cable?

I am sorry, but you are in for trouble as far as the floor and the ceiling in most condo's. I built these things (condo's) back home in Florida and the only access you will have is in the interior walls. But, you have no ceiling or floor access to access the walls either. This the norm with concrete structures.
