From right to left (hard to see because you took the picture to far to the left) looks like a vent with a clean out and an old drain for the washer (that's to low).
Dual vent stack?
Doing a renovation to my side porch and I noticed this additional pipe off my main vent (bottom right).
I believe at some point the previous owner had their washer and dryer up here; you can see the vent hole for the dryer in the lower center of the image.
Is this tapped off pipe a vent or a drain?
