Hi,

I am new to this. I just decided to build a room in the basement. It is unfinished.

So far, I have installed a couple electrical outlets.

Right now I am unsure which I should do first?

Install drop ceiling first or drywall?

I am doing drop ceiling because there is a some aluminum insulated pipe in the ceiling of the room I am doing the job in. I am trying to make a ceiling 1-2 feet away from the top ceiling stud.

Yes, definitely the drywall first. But a 2' drop in a basement is going to make for a very low ceiling, unless you are starting with joists at 10'. You might think about doing a soffit around the pipe, and keep the rest of the ceiling as high as you can get it.
