If you have an SDS drill that is powerful enough and the right size

masonrydrill then yes you can.

However, the concrete in the balcony is not very strong and it relies on steel reinforcing bars to work as a balcony.

If you try to drill above or through a steel bar it will take forever and you will damage the integrity of the balcony.

You must position the holes so that they are inside the perimeter of the steel reinforcement, then the steel will provide the support.

Outside the steel perimeter the concrete may snap off sending you crashing to the ground outside.

Not good! Make sure you locate the steel reinforcement.

How thick is the concrete?
How high off the ground?
