Window is 12 years old, that rod has fallen off a couple of times over the winter, lucky that it didn't crack the window when it slammed down, although it did scare my neighbors once. I figure to hire a window repair guy for this is going to cost me up to $150.00, none of the other windows in the house
has this problem.

At a $150 for repair, you'd be better off replacing the whole unit.

You probably just need the sash spring/cord reattached or replaced. Any general handyman should be able fix it in short order.
