So, happily I've read here that I can have my windows repaired. A few simple questions. My widows are cheap replacement vinyl and of questionable quality. Installed about 10 or 15 years ago.
Both windows are of the simple double hung type and I can easily remove both sections to take in for repair.
1. Should I bother? Should I just have totally new replacement windows installed?
2. I'm thinking it will cost about $100.00 per windows ($400.00 for all 4) to have the double panes replaced. Is this a reasonable expectation? I'll will be bringing the frames to them.

No way to know without being able to see what you have now for a sash.
If there welded seams your going to need a whole new sash.

I hate being so ignorant. SASH, what does that encompass? the frame that holds in the glass only or the part the widow attaches to? The windows come off the tracks by opening them, squeezing towards the middle a couple of tabs, pops out and with a slight rotation the windows and its frame are out.
