Does this change my insulation plans?

My foundation is covered with this waterproofing wrap.

Does this change any of the normal insulation procedures for the basement? 2" XPS, taped, caulked, ect ect.

Or is this more or less a safe guard to try and keep water away?

That product takes care of the moisture coming through the concrete wall. You could still get foundation to wall moisture wicking. Fig. 8: http://www.buildingscience.com/documents/digests/bsd-103-understanding-basements?full_view=1
Also keep in mind foamboard on the cold concrete wall (air-sealed) prevents condensation from moist interior air, causing mildew/mold to susceptible wood frame walls, drywall paper, etc. The whole idea of foam is to raise the dew-point, preventing condensation in the cavity, compare f.g. wall with f.b. + f.g. wall in the Index here: http://www.buildingscience.com/docu...merica-high-r-foundations-case-study-analysis
