I put in the short (max 3') but long (22') along my house. See pictures (if you click on them it rotates them properly). Since installing, I've been getting a small amount of water in my basement during heavy rains. I'm wondering a couple things:

1) should I still a perforated drainage pipe along the wall and side of the house?

2) would better dirt grading (more aggressive) solve the problem?

3) when I dig down along the house foundation, I noticed gaps in block which are intentionally there. Should I fill with concrete?

Unless you are going to dig down the footer and waterproof the wall, putting in perforated pipe near the soil level will do next to nothing.

Proper grading and gutter routing will help more than a pipe near the soil surface.

We would like to see about 6" of concrete below the siding. What you have now will allow bugs to climb in. Correcting the water flow up top may fix the problem before you start digging for drain pipe.
As pointed out it would want to be just below the floor level.
