Do I need a base?

I'm building a lower cabinet system. And upper bookcase system. The lower system will have a top and bottom featuring a red oak 1 X 10. So do I need a base for the lower cabinet system when it is consisted of one long piece rather than separate cabinet systems? I understand the floor might not be level but couldn't I just shim the floor underneath the lower one by 10.

The base is a toe kick area to give the front of your foot a place to go when you stand at the cabinet or bookshelf or whatever it is. Usually a 4" x 4" space. It's not required, but I would never do it without the space. You will end up kicking the front of those cabinets a lot.
