What is it for, a prank? You could probably use one of those shock pens and wire it to a bigger surface. I would not build something when there are plenty of things you can already buy and are designed for this. I think the key here is high voltage, little to no current. Without knowing how to properly limit current and what to limit it to, this can be deadly. Would not advise to do it.
