Normally yes But I own a cottage that has that exact setup. It was installed back in the 50s or maybe even the 40s. It would never be allowed like this now.

Power comes into the disconnect on the right through the back from outside.

That's going to depend on your utility provider's requirements. My guess is unless you have a current transformer they won't allow it.

Talk to your power company. They may allow it with one of their locks on it. They don't want anyone tapping into unmetered power.
