Should I be concerned that offset elbows such as in this picture: http://www.amazon.com/Builders-Best-10165-Venting-Offset/dp/B000DZDPI6
will restrict air flow from a gas dryer too much?

I am hoping to use this at the wall where the vent leaves the basement.

Should not be a problem.

Lint filters that don't get cleaned after each load are far more restrictive.
