dimming house lights/non-working house lights

My 91 year old mothers house had the porch light and outdoor yard light dim on me last week. After a few minutes they brightened again for awhile and then dimmed again for at least the 20 minutes I was outside. Today she tells me the outdoor light don't work at all as well as the lights in the living room and the TV's in the living room and kitchen. Any thoughts?

Possibly a bad hot leg connection somewhere.

Call the power company first to come check out there end of it.
