I'm thinking you have a bolt behind the mixing tee in the center of the faucet. Look at the second picture. If the bolt/screw is there, it will compress that metal cross piece up against the bottom side of the deck. The washers on top keep the valve from pulling through. All speculation of course- I'm not recognizing that valve. but I'm guessing Delta

I bring out the recip saw with a metal blade and cut the stems from under the counter top.
You have to have full control of the saw not to damage anything. If you need more space to work, remove the drain set and trap.

Thank you all for your responses. On the top, there is a Half-circle lip on the thread, so I cannot thread the ring below it off. The faucet has to come out underneath. On the back of mixing t, it looks like there could have been a bolt, but it is only a hole for where the drain pull rod went through. I do not believe it is a delta faucet. There is no brand and looks like builder-grade. Let me know if you have other thoughts! I can’t believe how difficult this is.
