I have two phase power wires connecting to breaker panel and it is 200Amp. I am measuring the voltage of both hot wires those going to the panel. Normally each one comes 123Volt and around. During this time, my all appliances works correctly and no fluctuate in lights.

But sometimes one hot wire become 156 Volt around and another gets 90 volt around. During this time period all appliances become wild. Microwave light become half, Microwave slowly gets round but no hot food (May be because of low voltage. I measured this time 96 Volt). My fan become faster and noisy (may be this because of high voltage: I measured this one time 169 Volt). I don't know when it happened.

During the voltage difference, I totally shutdown the main big switch breaker (where it's written as 200Amp), and ON again, after that the each hot wire voltage become again Normal (123 Volt). After few minutes again the voltage become difference. What might be the reason?
