Why is the standard length of Green Douglas Fir studs 92 1/4" and Kiln dried wood 92 5/8"

Don’t know about the Green vs. KD thing but in Oregon we frame with 92 5/8” studs and in California the studs are 92 ¼”.
I never could figure out why.
