I have been trying to find guidance on building a deck over a bulkhead. The bulk head enters to a single unfinished basement. The space does not connect to the finished portion of our basement and the bulkhead is the only way in/out of the space. I have seen some designs showing a built in hatch to keep the bulkhead functional but this is not something that we find is necessary. Any info is appreciated. Thank you.

Is there anything in that area that you access from that door? If it's just an open area with nothing in it and there is no need to access it I don't see any problem just bldg. a new deck over it. Another option would be to cut a doorway to that section from the other part of the basement.

Depending on how far you want to go, yuo need to investigate what those pvc pipe things are....and figure out any required distance from them. For ex, the two to the left could be intake and exhaust for heating/cooling and bring their own spacing requirements.
