I have a deck with no guard that measures 18 inches off the ground. I want to build a wrap-around planter box that would likely end up being more than thirty inches off the ground. I can't figure out if the IRC building code would then require a guard, or if no guard is needed because the floor is under 30". Here is an example of what I mean:

The limiting height is the finished walking surface. And it's a deck, so the IRC wouldn't have much to say. The 2006 PRDCG is what practically every jurisdiction goes by for decks.
