You mean a solid state (no moving parts) cooler ? Pretty sure it does matter.

I need to replace the plug end on a dc cooler. does it matter which wire goes where?

If you mean the 120 plug then yes it does matter.
Black goes to the gold screw. White goes to the silver screw. Green goes to the green screw.

It's DC. Not 120. But yes it does matter. The DC coolers use a thermalpile. When a current is applied to it, one side gets cold one side gets hot. If you install the wires backwards the current flow will reverse (obviously since its DC) and the inside will warm and the outside will cool.
