Cutting Hole in Double 2 x 10

What are the 2x10's supporting?
That is 6" out of 9.25"
If this is a header & support - I don't think you can

I think:
You can drill holes in joist no closer than 2 1/2 from the outside edge of the joist, but, the hole cannot be any larger than 1/3 the floor joist...3 1/3 inches
