In those pics you can see the pipes that I have in the basement to install a new bathroom, but I don't want a new bathroom in the basement because It's tiny, so how should I do to cut off those pipes. I am thinking for the vent pipe I will make a column but what about for the other one??

Is it possible leave the pipe under the floor and not under the cement (and put for example something to cover the pipe). I was wondering if the next owner wants to make the washroom they only need to remove the square covering the pipe
