Im wanting to lift basement vinyl tiles .I can remove them easy in one piece and nothing gets air bourn:huh:. Question? Can I clean the black adhesive good enough to prep floor for painting ,or would this be a total nightmare . How would you do it?

I do not see anyway that's going to happen. Just never going to be able to get back to bare concrete.
Time for plan B.

Yep I agree. I work in both the paint and flooring business and there is no way it'll work. You'll never get the paint to bond to the cutback well enough to handle foot traffic.
