Whn did this become code in Austin Texas?

I am trying to determine when this became a code in Austin Texas. I am new and didn't seem to post the question correctly.

Think you could narrow this down for us.

Why not call the local building dept. and ask?

It's covered in both the 2009 IRC and UPC. But you'd have to check with your local to when they adopted either.
