Hello. Recently doing some landscaping around a constant wet spot that and found this random pipe sticking out of the ground. This is in between the electric and cable boxes about 5 feet from the road. It was about 3 inches below the surface and capped with what's pictured below and duct tape. I removed the cap and water started draining upwards for several minutes and then just sat full. It has receded some over the past few days. When i stuck a broom handle down it appears to go at least 4 feet aggressively down before it starts flattening out. It isn't anywhere close to the foundation, around 40 feet away. Any ideas on what it could possibly be be or doing? Thanks.

The cap was holding air pressure stopping the water from filling the pipe.
With the location it could lead right to the house from some futures wires that might want to be installed.
It could belong to the cable or tele. suppliers to run cables up or down the street.
Is the green box beside it a telephone box?

Thanks. Yes the box is telecom. That's exactly what it looks like. May be giving the provider a call then.
