I've converted my stove top from electric to gas. I want to convert the 220V outlet that used to be for the stove top to 110V so I can plug the ignitor for the new gas stove top into it. How do I do this

Depending on whether the original range cable is a 3 or 4-wire feeder, you can use the same conductors by reterminating the cable to a single pole breaker on the black conductor, and use the white conductor as the return at the new 120v receptacle or hardwire connection. Stow the other remaining insulated wires.
