Bad/weak capacitor. May be a dual capacitor with a rating like 35/5 mfd 440VAC or in that area. If you have a electrical multimeter/tester that does capacitance you can test it.
If you have a meter, you can test it. If you don't, try to to replace the dual run capacitor first, if that doesn't work, get yourself a meter and we'll show you how to troubleshoot it.
