Could be the run capacitor.

If you have backup heat, switch to emergency heat until this is resolved because the compressor can be ruined repeatedly trying to start and not turning over.

For a judgement call of the fan bearing condition, consider a close vid of the fan while having someone shut the unit off so a coast down time can be observed. On a unit with good bearings it's common for the blade to rock backwards just a bit when it stops.

Since the fan seems to be running continuously, it's obvious that the compressor has kicked of on the overload. When you overload cools down and resets, the compressor cannot start and makes a noise that indicates a serious problem. Leave it turned off and call a tech to check it out. Leaving it on may cause further system damage.
