I need to replace my sloping built up roof on a commercial building (3,000 ft2)
Options are rubber, tpo, torch down.
the roofer who is pushing torchdown is saying that I will have problems with iso anchors backing out of my cement roof if I use rubber or TPO. Has anyone ever heard/experienced this as a problem? I am keeping the building so I want long
lasting roof without issues.

This might be worth a call to the manufacturer of the rubber membrane roof you had in mind? Doesn't sound right to me but if there is a potential problem they should have a suggested fix for it? You are going to get so many more miles out of a membrane roof than a torch down unless you dance on it with golf cleats or something.

The insulation or recovery board would be anchored the same way under torch down. Might be a problem, but the same problem would exist for all mentioned coverings.

Thanks for the input. With the torchdown we wouldn't ues a recovery board. Just clean off the BUR and put down the new roof.
