There is no code, per se, that I've ever seen, but the industry standard on concrete is "typically" 1/4" per foot on exterior flatwork. Certainly 1/8" per foot is the absolute minimum. If it's a covered porch, it's usually acceptable to be between those two ranges.

OK. So how would a vinyl railing be installed so that it doesn't look really slanted? Can the railing be leveled?

The top rail needs to run level, regardless of the pitch. You may need to alter the height of the spindles to retain a consistent spacing under the railing if the pitch is drastic.
