check capicator. Check the wiring (terminals) where they connect to the compressor.. sometimes they will burn off.. Does the compressor have a low pressure switch ??
If you can post a schematic we can step you through troubleshooting.
There must be several switches, interlocks, etc. that can prevent the compressor from starting.
