In a commercial building, is a conduit that leaves the switchgear to feed a distribution board considered a service raceway?

I'm trying to figure out if the conduit would need a bond bushing on one end. I say no but another guy says yes.

What about raceways that go from switchgear to another section of gear in another location?

I would say it's a feeder, not a service, but the same logic would apply. Any metal conduit that feeds any piece of equipment at 100 A or more, I would use a bond bushing on each end as well as an EGC.

Especially since the metal cabinets are enameled and nobody ever scrapes the paint off to make a secure connection with a locknut.

277 is correct. This would be considered a feeder. Also correct about being good practice to bond these raceways. I believe if they are 277/480 feeders the grounding bushing is required. ( Though still not considered a service raceway)
