I have a house that's built on a very tall cinder block foundation. It's got fill dirt inside it. Is it possible to remove this fill dirt and build a room? Would removing the dirt affect the foundation structurally? What about cement footer? should they remain covered with dirt?

Maybe. The dirt inside helps support lateral movement of the wall. If you dig it out, you may have to add supporting buttresses. You can't dig below the footings without additional support. And the final ceiling height needs to be at least 7'6 for a living space, but lower is OK for storage.
